The City of Richwood is a home-rule city with a Council-Manager form of government. The City Council appoints the city manager and department directors. The city manager functions as the Chief Administrative and Executive Officer and is responsible for the administration of the City. The various operations of the entire city municipal government are accountable to the city manager, who directs and supervises all City departments and is charged with facilitating Council’s directives and strategic objectives.
Kirsten Garcia has served the City of Richwood since 2016, beginning her career with the City in the Municipal Court. Prior to joining Richwood, she gained valuable public safety experience through ten years in emergency communications and law enforcement dispatching.
Driven by a strong commitment to public service and local government, Kirsten was promoted to City Secretary in October 2019, where she oversaw legislative administration, records management, municipal elections, public information processes, and organizational operations.
In May 2026, Kirsten was appointed City Manager by the Richwood City Council. With nearly a decade of service to the City, she remains committed to transparency, operational continuity, fiscal responsibility, and providing responsive service to the residents and employees of Richwood.
