Office of the City Secretary

The City Secretary is responsible for maintaining and administrating all records, Boards, and Commissions, fulfilling requests for public information, and overseeing the municipal court. The City Secretary is responsible for keeping the official minutes of Council meetings, the safekeeping of City ordinances, resolutions, and other official documents, and holding the annual elections for members of the City Council.

Human Resources is responsible for employee benefits, hiring, evaluations, and policy reviews and updates. Human Resources is the bridge between the employees and management.

Kirsten Garcia has been with the city since 2016, starting in the municipal court. Kirsten also has a background in Law Enforcement; she came to Richwood with ten years of experience in Emergency Dispatching.

Being public service driven, she was eager for the opportunity to perform the duties of City Secretary and was promoted to the position in October of 2019. In January of 2024, Kirsten graduated from the Texas Municipal Clerks Certification Program through the University of North Texas.
