The City of Richwood is a home-rule city with a Council-Manager form of government. The City Council appoints the city manager and department directors. The city manager functions as the Chief Administrative and Executive Officer and is responsible for the administration of the City. The various operations of the entire city municipal government are accountable to the city manager, who directs and supervises all City departments and is charged with facilitating Council’s directives and strategic objectives.

Eric Foerster is 29-year municipal employee with experience as a Chief of Police, Interim City Manager, Interim Public Works Director and Emergency Management Coordinator. A lifelong Texas resident with extensive municipal experience in the coastal region.

Eric is a Graduate of Bellevue University with a master’s degree in public administration (MPA), bachelor of science degree in criminal justice administration, Howard College with an associate degree in criminal justice, and Arizona State University with a certified public manager designation (CPM).
