The mission of the City of Richwood City Manager & Finance offices is to provide total transparency to our residents, taxpayers, and the public.
This page is meant to provide additional information to ensure that we are being transparent with the city’s finances. By opening our books to the public, our taxpayers have the opportunity to see exactly where their money is being utilized in the operation of the city.
In May of 2021, the City of Richwood was awarded a Transparency Star from the State Comptroller’s Office. This award recognizes local governments for going above and beyond in their transparency efforts. The program recognizes government entities that accomplish the following:
- Open their books not only in their traditional finances, but also in the areas of contracts and procurement, economic development, public pensions and debt obligations; and
- Provide clear and meaningful financial information not only by posting financial documents, but also through summaries, visualizations, downloadable data and other relevant information.

The following summary is derived from the government-wide Statement of Activities reported on page 12 of the City’s fiscal year 2022 Annual Consolidated Financial Report. The government-wide Statement of Activities reports results using the accrual basis of accounting. Revenues are recorded when earned and expenses are recorded when a liability is incurred, regardless of the timing of related cash flows. Property taxes are recognized as revenues in the year for which they are levied.
The per capita figures are based on the City’s 2020 estimated population of 4,081 (US Census Bureau 2020 Census).
