Office of the City Secretary

The City Secretary is responsible for maintaining and administrating all records, Boards, and Commissions, fulfilling requests for public information, and overseeing the municipal court. The City Secretary is responsible for keeping the official minutes of Council meetings, the safekeeping of City ordinances, resolutions, and other official documents, and holding the annual elections for members of the City Council.

Human Resources is responsible for employee benefits, hiring, evaluations, and policy reviews and updates. Human Resources is the bridge between the employees and management.

Kirsten Garcia has been with the city since 2016, starting in the municipal court. Kirsten also has a background in Law Enforcement; she came to Richwood with ten years of experience in emergency dispatching.

Being driven by public service, she was eager for the opportunity to perform the duties of City Secretary and was promoted to the position in October 2019.

Municipal Clerk’s Office Achievement of Excellencetmca award

The Texas Municipal Clerks Association (TMCA) has awarded the City of Richwood’s City Secretary with the 2025 / 2026 Municipal Clerk’s Office Achievement of Excellence.

TMCA’s Municipal Clerk’s Office Achievement of Excellence Award was designed to recognize excellence in the effective and efficient management of resources in a municipal clerk’s office. Municipal clerk’s offices are evaluated on twelve best practices criteria, including professional requirements, promotion of the office, engagement with elected officials and community, and compliance with local, state, and federal standards.

Education

Kirsten graduated from the University of Texas at El Paso with a bachelor’s degree in Multidisciplinary Studies and is currently pursuing her master’s degree in Public Administration. She is a Texas Registered Municipal Clerk and a Level II Certified Court Clerk.
